No chance to make a follow-up shot after the penalty kick? World Sports: FIFA is considering the modification of current penalties rules

The idea originated from FIFA referee leader Pier Luigi Corina, who had made this proposal as early as February this year. He called it a "one-time shot" penalty in regular time: "Just like the penalty shootout after overtime: no rebound and supplemental shots, either the goal is scored or the goalkeeper kicks off the goal. This also avoids all other situations that arise."

Corina believes that direct shots from 11 meters have gained a huge advantage, and if the penalty is lost, a second chance should not be obtained through the goalkeeper, post or crossbar.

However, this is still just a future idea and proposal and it will take time to put it into practice. First, it must be submitted to the International Football Association Board (IFAB), an agency affiliated with FIFA, responsible for changes, modifications and new regulations on the Football Competition Rules. Therefore, the first step is to put it on the IFAB agenda for discussions in preparation for the 2026-2027 season.

Once the proposal is adopted as an option to modify Rule 14 of the Rules of Competition (as regarding penalty kicks), it is usually first tested in the lower league for a period of time to assess its possible impact in professional football, including pros and cons. This process takes time. Therefore, this revolutionary new penalty kick concept will take some time before it is truly implemented, provided that Corina's idea can be adopted eventually.
